LLC “Cellfie Mobile” Promotional Raffle Terms and Conditions (Regulations)

2. Services Provided by LLC “Cellfie Mobile”
LLC “Cellfie Mobile” provides mobile telecommunication services to its subscribers.
3. Purpose and Grounds for Organizing the Promotional Raffle
The purpose of the promotional raffle organized by LLC “Cellfie Mobile” is to promote the services provided under the “Cellfie” brand, encourage their use, and increase demand in the Georgian telecommunications market.
The raffle also aims to boost customer engagement and activity, enhance loyalty, and strengthen interest in the company’s services.
4. Eligibility
- Only individual (retail and corporate) subscribers of LLC “Cellfie Mobile” may participate.
- Employees of LLC “Cellfie Mobile” are not eligible to participate.
5. Participation Rules and Conditions
The raffle will be held throughout Georgia. Participation is not automatic - subscribers must express consent by:
a) Dial the USSD code (*2525#) on your mobile phone, after which you will receive notifications about the rules and conditions of the raffle;
b) Through the Mycellfie APP, subscribers registered in the same application - by clicking on the button to participate in the raffle, after which they will see the rules and conditions of the raffle in the application;
c) To call Cellfie call center - by dialing the appropriate button, after which subscribers will also receive notifications about the rules and conditions of the raffle;
Subscribers will have the opportunity to check the number of accumulated tickets by dialing the USSD code *2525*1# or in the Mycellfie application. After the subscriber is included in the raffle, he cannot refuse to participate in it.
After the subscriber participates in the promotional raffle, except when replenishing the balance through the MyCellfe APP, for every 5 ₾ replenished at a time, the subscriber receives 1 raffle ticket (if the subscriber loads 5 ₾ at once - he will receive one ticket, if he loads 7 ₾ - he will receive 1 ticket, if he loads 10 ₾ - he will receive 2 tickets), which will not be actually transferred to him, but will be entered into the “Celfie” database. In case of transferring money to the mobile balance from some payment channels, subscribers may be charged a payment service fee, in which case the subscriber will be given a ticket including the payment service provider’s fee for every 5 ₾ deposited, in accordance with the terms of these Regulations.
Tickets will not be accumulated in case of accumulation of funds on the balance (for example, if the subscriber has 2 ₾ on the balance and replenishes the balance with 3 ₾, in this case, a new raffle ticket will not be issued. For example, if the subscriber has 2 ₾ on the balance and replenishes the mobile balance with 8 ₾, in this case 1 raffle ticket will be issued).
When replenishing the balance through the MyCellfe APP, the subscriber will be issued 2 tickets for every 5 ₾ replenished. (If the subscriber loads 5 ₾ at once - he will receive two tickets, if he loads 7 ₾ - he will receive 2 tickets, if he loads 10 ₾ - he will receive 4 tickets), which will not actually be issued to him, but will be entered into the “Celfie” database.
During the raffle period, the ported subscriber will automatically be included in the promotional raffle and will be given 5 tickets as a gift, after which the ticket billing will continue according to the above-mentioned rule.
LLC “Celfie Mobile” will ensure that the ticket manufacturer prints the raffle tickets, in accordance with the approved sample, in full compliance with the legislation of Georgia. The printed tickets will be subject to individual registration and numbering. The tickets will contain a unique ticket number, a raffle permit number and the subscriber’s mobile phone number. Depending on the size of the ticket, other information will be provided in publicly available sources.
Additional Rules
- No tickets for Money Transfer or Credit top-ups.
- Corporate top-ups do not generate tickets.
- Switching between individual/corporate plans does not void existing tickets.
- Porting out of Cellfie cancels accumulated tickets.
- In case of number change, tickets transfer to the new number.
- Refunds proportionally cancel tickets.
- Withdrawals of balance funds are not allowed during the promotion.
Raffle Conduct
- The Celfie raffle will be held and broadcast live on the Facebook pages of TV Company Rustavi 2 and LLC “Celfie Mobile”. The raffle will start on October 28, 2025 at 11:00 and will continue until December 28, 2025. The raffle will be held every Sunday, on the following dates: November 16, November 23, November 30, December 7, December 14 and December 21, at 11:00 am, and the final raffle will also be held live on the Facebook pages of TV Company Rustavi 2 and LLC “Celfie Mobile”, live on air - December 28, 2025 at 11:00 am.

Raffle Principle
The LLC “Celfie Mobile” raffle consists of one stage, namely the weekly and final raffle.
- The weekly raffle will be broadcast live on television every week at 11:00 from the start of the raffle, through the live mode of TV Company Rustavi 2 and LLC “Celfie Mobile” Facebook page.
- On the day of each raffle, the tickets accumulated during each week (and, in the case of the first raffle, the tickets accumulated during the period from October 28 to November 14 inclusive) will be delivered to the drum in a sealed state, then the hatch will be opened and the tickets will be placed in the drum.
- 5 cash prizes will be raffle weekly, the amount of each is 5,000 ₾. The prize pool of each weekly raffle is 25,000 ₾, and in total, 6 weekly raffles will be held during the raffle period, the total prize pool of which is 150,000 ₾. The above amounts are given without income taxes.
- Tickets accumulated from 11:00 on October 28, 2025 to 24:00 on November 14, 2025 will participate in the first weekly raffle, and all tickets accumulated from 00:00 on the previous Saturday to 24:00 on the following Friday will participate in each subsequent weekly raffle, and so on. Ticket acceptance will stop at 24:00 on December 24, 2025.
- The raffle host will announce the prize to be raffle in advance and after the spin of the drum, the winner will be revealed in accordance with the rules established by these regulations.
- After the end of each weekly raffle, all tickets will be removed from the drum and placed in a sealed state in the storage of “Celfie Mobile” LLC. The storage will be provided with appropriate security measures to prevent the possibility of loss, damage or illegal encroachment of tickets.
- All weekly raffle tickets will be stored in the above-mentioned manner until the day of the final raffle, after which all weekly raffle tickets, including the winning tickets, will be placed in the drum and will participate in the final raffle, in accordance with the rules established by these regulations.
- On the day of the final raffle, the tickets accumulated during each week will be delivered to the drum in a sealed state, then the hatch will be opened and the tickets will be placed in the drum.
- The prize fund of the final raffle is 200,000 ₾. The final raffle will be held on December 28, 2025, at 11:00, via the Facebook page live-mode of TV Company Rustavi 2 and LLC “Celfie Mobile”. In the final stage, 3 prizes of 10,000 ₾, one prize of 20,000 ₾, one prize of 50,000 ₾, and also the final prize of 100,000 ₾ will be raffle. The host of the raffle will announce the prize to be raffle in advance (on an increasing basis) and will reveal the winner after the spin of the wheel. The above amounts are given without income taxes.
- The total prize fund of the incentive raffle is 350,000 ₾, excluding income tax, and 437,500 ₾, including income tax.
Winner Determination Rule
During the raffle, the raffle host will randomly raffle a raffle ticket from the drum, on which the mobile phone number is written. At the initial stage, the database will be checked to see if the subscriber has been ported to another network and only after that the subscriber will be connected. The host will not display the last three digits of the subscriber's mobile number. The maximum number of attempts to connect with the subscriber is set to 3, in the event that:
- The phone is turned off or the subscriber is unavailable;
- If the subscriber does not answer the call within 7 beeps;
- If the number has a busy signal;
- After establishing a connection, before the subscriber is identified, the connection is interrupted;
- If there is insufficient audibility;
- Other technical fault.
In the above cases, after 3 attempts, the ticket in question is excluded from the raffle and the presenter automatically receives another ticket from the raffle.
- When connecting with a subscriber, if the call forwarding service is activated on the dialed number, the ticket will be excluded from the raffle.
- If, as an exception, after removing the ticket from the raffle, it turns out that the phone number has been ported to another network, the ticket will be excluded from the incentive raffle.
- After connecting with the subscriber, the host asks him for his name. The subscriber, if he wishes, names his home and surname on the air. After that, the winning subscriber informs the operator outside the live broadcast of his name, surname, date of birth and subscriber personal number.
- The subscriber's personal number is specified if the subscriber has the opportunity to do so at that moment.
- The winner is the subscriber who is in possession[1] of the phone number removed from the raffle and who was contacted during the raffle.
- In case the same mobile phone number is raffle twice during the live broadcast of the promotional raffle, the second raffle ticket will be invalidated.
- The number of tickets in the raffle is 5,000,000 (five million), numbered from 0000001 to 5,000,000 inclusive.
- The official table of winnings of the promotional raffle will be published within 3 calendar days after each raffle, at the address: Tbilisi, Akaki Tsereteli Street N118, Pavilion 8.
- In the promotional raffle of LLC "Celfie Mobile", the prize will be awarded at the office of LLC "Celfie Mobile" (address: Tbilisi, Akaki Tsereteli Avenue 118, Pavilion 8) and the subscriber must bring an ID card and a SIM card with the winning phone number, as well as the subscriber's data must match the data specified when contacting him (name, surname, date of birth and subscriber's personal number), otherwise, the winning subscriber will not be able to receive the prize. The total term for the prize is 30 calendar days from the raffle. The prize will be awarded no later than 6 calendar days after the presentation of the SIM card of the winning phone number and the ID card. The prize will be awarded by transferring the money to the winner's bank account.
- The term for consideration of claims of participants in the raffle shall not exceed 15 working days. The application for the claim shall be submitted to the head office of LLC "Celfie Mobile" at: 118 Akaki Tsereteli Avenue, Pavilion 8, Tbilisi.
LLC "Celfie Mobile" shall ensure the creation of a commission for the purposes of monitoring and implementing the conditions (regulations) of the incentive raffle, in accordance with the procedure established by the legislation of Georgia.
LLC "Celfie Mobile" shall ensure that the conditions (regulations) of the raffle are publicly available both on the company's official website and through the "Celfie Mobile" mobile application, so that all participants and other interested persons have the opportunity to familiarize themselves with them.
[1] Note: The winner is considered to be the subscriber who actually owns the phone number. The owner can be both the registered owner and the actual owner of the telephone number, as well as the unregistered actual owner of the telephone number.
