LLC “Cellfie Mobile” Promotional Raffle Terms and Conditions (Regulations)

2. Services Provided by LLC “Cellfie Mobile”

LLC “Cellfie Mobile” provides mobile telecommunication services to its subscribers.

 

3. Purpose and Grounds for Organizing the Promotional Raffle

The purpose of the promotional raffle organized by LLC “Cellfie Mobile” is to promote the services provided under the “Cellfie” brand, encourage their use, and increase demand in the Georgian telecommunications market.
The raffle also aims to boost customer engagement and activity, enhance loyalty, and strengthen interest in the company’s services.

 

4. Eligibility

• Only individual (retail and corporate) subscribers of LLC “Cellfie Mobile” may participate.
• Employees of LLC “Cellfie Mobile” are not eligible to participate.

5. Participation Rules and Conditions

The raffle will be held throughout Georgia. Participation is not automatic - subscribers must express consent by: (a) dialing USSD code *2525#, or (b) joining via the MyCellfie app, or (c) selecting the relevant option when calling Cellfie’s call center. Subscribers can check the number of collected tickets via 25251# or in the app. Once joined, a subscriber cannot withdraw from participation. After joining, for every single 5 ₾ top-up, the subscriber receives 1 ticket (5 ₾ - 1 ticket; 7 ₾ - 1 ticket; 10 ₾ - 2 tickets). Tickets are digital and stored in Cellfie’s database. If a payment service provider deducts a commission, tickets are still granted based on the gross amount paid (including commission).

 

Balances accumulated before a top-up do not count (e.g., if 2 ₾ balance + 3 ₾ top-up = 5 ₾, no ticket). Top-ups via the MyCellfie provide double tickets (5 ₾ = 2 tickets; 10 ₾ = 4 tickets).

 

Ported-in subscribers automatically join and receive 5 welcome tickets, after which regular rules apply.

 

Printed tickets (used for official drawing purposes) will be numbered, recorded, and contain a unique ticket number, raffle permit number, and the subscriber’s mobile number.

 

Additional Rules

• No tickets for Money Transfer or Credit top-ups.
• Corporate top-ups do not generate tickets.
• Switching between individual/corporate plans does not void existing tickets.
• Porting out of Cellfie cancels accumulated tickets.
• In case of number change, tickets transfer to the new number.
• Refunds proportionally cancel tickets.
• Withdrawals of balance funds are not allowed during the promotion.

Raffle Conduct

• Drawings will be broadcast live on Rustavi 2 TV and Cellfie Mobile’s Facebook page.
• The raffle runs from October 27 to December 28, 2025.
• Weekly draws: Nov 16, 23, 30; Dec 7, 14, 21 (11:00 AM).
• Final draw: Dec 28, 2025 (11:00 AM).
• Venue: Cellfie Mobile Office, 1 Mekanizatsia Street, Tbilisi.

Raffle Mechanism

• Weekly and Final draws are conducted live.
• Each week’s tickets are sealed and mixed in a drum before the draw.
• Weekly prizes: 5 prizes of 5,000 ₾ each (25,000 ₾ per week; 150,000 total ₾).
• Final prizes: 3×10,000 ₾, 1×20,000 ₾, 1×50,000 ₾, and 1×100,000 ₾ jackpot (200,000 ₾ total).
• Total Prize Fund: 350,000 ₾ (before income tax).

Winner Selection

• Winners are chosen randomly via ticket draw.
• The phone number on the ticket is verified (non-ported) before calling.
• Up to 3 call attempts will be made; otherwise, the ticket is void.
• If call forwarding is active, the answering party is considered the winner.
• The host asks the winner’s name (optional on-air).
• The winner must later confirm name, surname, DOB, and ID number off-air.
• The prize is granted to the subscriber owning the drawn number.
• Duplicate numbers during one broadcast are invalid.
• Approx. 5,000,000 tickets will participate in the final draw.

Prize Claim

• Winners are announced within 3 calendar days at: 118 Akaki Tsereteli Ave, Pavilion 8, Tbilisi.
  
• Prizes are issued at the same address.
• Winners must present ID and SIM card with the winning number.
• Claim deadline: 30 calendar days from the draw.
• Payment is made to the winner’s bank account within 6 days after verification.

Disputes and Oversight

• Complaints must be filed within 15 working days at the above address.
• Cellfie will form a commission to oversee compliance with this Regulation.
• The full Regulation will be published on Cellfie’s official website and mobile app for public access.
